Org-Mode is an Emacs extension for project planning. It also integrates with Remember-Mode, for capturing, tagging and organizing action items. I also use it as my issue tracker for personal projects. It also has publishing features; you can publish a book as LaTeX, HTML or PDF, directly from Org-Mode.
